Silent calls are frequently associated with automated dialling systems, commonly known as robocalls, which use software to dial large volumes of numbers simultaneously.

Robocall systems can generate millions of calls, sometimes leaving dead air when no agent is available or when the system is testing active phone lines.

Silent calls are not always random, as they can be data-gathering mechanisms which indicate that once a number is verified as active, it may be targeted for more sophisticated attacks.
