In the digital economy of the 21st century, data has become the foundation upon which technological innovation, economic competitiveness, and artificial intelligence (AI) are built. Nations that possess reliable data systems, accurate population statistics, digital infrastructure, and strong data governance are better positioned to harness the transformative power of the Fourth Industrial Revolution (4IR). Unfortunately, Nigeria faces a major structural challenge: the absence of reliable national data, particularly population statistics. Nigeria has not conducted a credible and widely accepted population census for nearly two decades, creating a fundamental gap in the country’s planning architecture.

This raises an important question: How prepared is Nigeria for technological competition and AI disruption compared with other leading African countries? To understand this issue, it is useful to compare Nigeria with four African countries that are emerging leaders in AI readiness: Egypt, South Africa, Kenya, and Morocco.

Recent global rankings provide useful benchmarks. According to the Oxford Insights Government AI Readiness Index, Egypt currently leads Africa in AI preparedness, ranking 51st globally, while Nigeria ranks 72nd worldwide and fourth in sub-Saharan Africa behind Kenya, South Africa, and Mauritius.

This comparison highlights both Nigeria’s potential and its structural weaknesses.

Nigeria: Enormous Potential, Weak Data Foundations

Nigeria is Africa’s most populous country; the continent’s biggest economy by GDP in some years, until it lost that position to South Africa recently; and a vibrant technology ecosystem. Lagos has become a major African startup hub, producing innovative companies in fintech, digital payments, and e-commerce.

However, Nigeria’s most serious weakness lies in its data infrastructure.

Accurate population statistics are essential for modern governance. Population data determines how governments allocate resources, plan infrastructure, design healthcare systems, and forecast economic growth. Yet Nigeria’s last national census was conducted in 2006, and its results remain controversial. Without reliable population data, many development policies rely on estimates rather than evidence.

This weakness extends beyond census data. Nigeria struggles with fragmented national databases, inconsistent statistical systems, and limited open-data platforms. These limitations affect AI development because AI systems depend heavily on high-quality data for training, modelling, and prediction.

Despite these challenges, Nigeria has begun to make progress. The country recently developed a National AI Strategy and has improved its global AI readiness ranking, climbing significantly in recent years. However, the gap between policy ambition and data infrastructure remains substantial.

Egypt: Africa’s Most Advanced AI Policy Ecosystem

Egypt currently leads Africa in AI readiness, largely due to strong government coordination and clear strategic vision. The country has developed a comprehensive National Artificial Intelligence Strategy, which integrates AI development with education, industry, and public sector modernisation.

Egypt has also invested heavily in digital infrastructure, data governance, and AI research centres. Universities such as Cairo University and the American University in Cairo have established AI programs and partnerships with international technology companies.

These initiatives have helped Egypt rise to 51st place globally in AI readiness, making it the continent’s strongest performer.

Egypt’s success demonstrates an important lesson: AI progress requires coordinated national planning and reliable data systems.

South Africa: Africa’s Leading AI Research and Talent Hub

South Africa is widely considered the continent’s most advanced AI research ecosystem. The country has strong universities, a developed financial sector, and a vibrant technology industry.

In global assessments, South Africa consistently ranks among the top African countries in AI readiness and technology-sector strength. The country also leads many African nations in AI talent development and research capacity.

Major institutions such as the University of Cape Town and the University of the Witwatersrand host advanced AI laboratories, while the government has launched initiatives such as the Artificial Intelligence Institute of South Africa.

South Africa’s advantage lies in its data infrastructure and research ecosystem, which support the development of machine learning models, digital platforms, and data-driven policymaking.

Kenya: East Africa’s Innovation and Data Economy Leader.

Kenya has emerged as one of Africa’s most innovative digital economies, often referred to as the “Silicon Savannah”.

The country’s success stems from its early adoption of digital technologies such as mobile payments, most notably M-Pesa, which transformed financial inclusion across the country.

Kenya ranks among the leading African countries in AI preparedness and innovation, reflecting strong digital infrastructure and a growing technology startup ecosystem.

Nairobi has become a regional hub for global technology companies, including Google, Microsoft, and IBM, which operate research labs and innovation centres there.

Kenya’s experience illustrates how consistent digital policy and reliable data systems can accelerate technological transformation.

Morocco: Strategic Investment in AI and Digital Infrastructure

Morocco represents another important African example of AI readiness, particularly in North Africa.

The Moroccan government has invested significantly in digital infrastructure, smart cities, and AI research. Casablanca and Rabat have become growing technology hubs, attracting international investment in digital industries.

Morocco’s strengths include its strong telecommunications infrastructure, expanding digital economy, and strategic partnerships with European research institutions.

These investments have helped Morocco position itself among Africa’s emerging AI-capable economies, particularly in areas such as manufacturing automation, renewable energy analytics, and logistics optimisation.

Africa’s AI Divide: Structural Challenges

Despite progress in a few countries, Africa as a whole still faces major barriers in AI readiness. According to international assessments, Sub-Saharan Africa ranks lowest globally in overall AI readiness, reflecting challenges in infrastructure, policy coordination, and talent development.

Key challenges include the following:

• unreliable national data systems

• limited computing infrastructure

• weak research funding

• shortages of AI-trained talent

• inconsistent regulatory frameworks

These structural limitations slow the continent’s ability to compete with global AI leaders such as the United States, China, India, and the European Union.

The Way Forward for Nigeria

and Africa to compete effectively in the Fourth Industrial Revolution, several urgent reforms are necessary.

First, the country must conduct a credible national population census supported by digital technology, satellite imagery, and biometric verification. Accurate demographic data is essential for economic planning and AI development.

Secondly, Nigeria must build a national data infrastructure that integrates government databases, health records, financial systems, and digital identity platforms.

Thirdly, the country must invest heavily in AI education and research, producing a new generation of data scientists, machine-learning engineers, and digital policymakers.

Finally, Nigeria must strengthen data governance and transparency, ensuring that national statistics are reliable, accessible, and trusted.

In a nutshell, artificial intelligence will define the global economy of the Fourth Industrial Revolution. Countries that possess reliable data systems, strong digital infrastructure, and skilled human capital will lead this transformation.

Nigeria has the population, entrepreneurial energy, and technological talent to become a major AI power in Africa. However, without credible national data, starting with an authentic population census, the country risks falling behind more data-driven economies such as Egypt, South Africa, and Kenya.

In the age of artificial intelligence, data is not merely information; it is national power. Nations that understand this truth will shape the future.
