HOC Capital Club and Cersei Partners have launched a global citizenship advocacy body aimed at reshaping how individuals engage with mobility, policy and cross-border opportunity.

The initiative reflects a shift in how citizenship is viewed, moving beyond nationality to a system where individuals can both access opportunities and influence decisions across jurisdictions. The platform brings together high-net-worth individuals, entrepreneurs, policymakers and business leaders into a single network focused on shared goals.

According to the organisers, the body will address issues linked to mobility rights, taxation, cross-border investment and access to opportunity. It is also designed to move past transactional approaches to migration and investment, placing emphasis on participation in policy dialogue and system design.

Membership in HOC Capital Club is selective. Applicants must hold a verified second citizenship and meet a minimum net worth threshold of $2 million. Additional checks include due diligence and assessment of global engagement. The organisers say this structure ensures members can take part in discussions and initiatives that affect multiple economies.

At the centre of the platform is advocacy. The body aims to act as a collective voice in engagements with multilateral institutions and policy groups. Its focus includes contributing to frameworks that support development, economic participation and structured mobility across borders.

The partnership with Cersei Partners will support links with international development organisations, policy institutions and government bodies. Planned activities include policy dialogue, investment engagement in emerging markets, knowledge exchange and alignment between private capital and public sector priorities.

Members will also take part in meetings with embassies, consulates and international institutions. These engagements will include forums, roundtables and discussions aimed at shaping approaches to global citizenship.

“This is more than a community; it is a movement toward a new global identity,” a spokesperson for HOC Capital Club said. “We are creating a platform where global citizens become active architects of the systems that define their lives across nations.”

The initiative will be anchored by a new HOC Capital Club facility in Lagos, scheduled to open in April 2026. The site will host meetings, forums and engagements tied to the platform’s activities.

With Lagos as its starting point, the organisers say the advocacy body is designed to operate across regions. They state that the goal is to create a system where global citizenship carries both responsibility and participation, supported by structured collaboration and policy engagement.

HOC Capital Club focuses on mobility and investment advocacy for high-net-worth individuals, while Cersei Partners provides citizenship by investment advisory services across markets.
